Clare Riepma has provided leadership and planning advice on some 150 expropriation cases and has extensive experience providing expert opinion evidence before the Ontario Municipal Board. He works closely with appraisers, engineers, business valuators and legal teams, as needed, to develop a sound basis for property valuation.

Thorough analysis of planning documentation and history is required to establish a basis for a supportable highest and best use decision. In the absence of the scheme, a determination of the probable land use must be made. A complete analysis of the planning history may be required to determine the influence of the scheme on the ultimate land use.

The impact of partial takings on the remainder must be carefully considered to determine equitable compensation. Injurious affection can be a significant component of compensation even if no land has been taken.
